In The catalog Postal Stationery of Mexico, by Peter Bamert, Wayne Menuz, & Bill Walton, Editors, 2017, published by the United Postal Stationery Society, Inc, and MEPSI, this is listed on page 204, as entry AE 44V1, "double indicia". Issued in 1956. Unfortunately, not illustrated in the catalog.
The description does not make any note of black, and I believe this is result of two printings with the green, one just a little darker than the other, and shifted. Just my thought.
I am not sure whether one of the two printings is a deeper green than the other, or black. I think the first. As it is considerably narrower type and may even be another printing process, it does appear the printing was done in two stages. That would make this a major misalignment of colours, not a double printing or kiss printing.
A picture of a normal cover would give an idea of what it should look like.
