London To Cadiz Via Paris - Help With Markings Please

Need help on markings. I'm guessing manuscript 2 Shillings lower left paid when mailed at London May 28, 1847; "21R" (21 reales?) applied at Cadiz to collect? What's the doubled "PF" at lower right? I see a couple other covers on ebay, same address, but no real explanation of the markings. Probably a simple run-of-the-mill cover, but would like to learn. Thank you in advance for any input.

A double partial strike of the P.P.; in red on letters to France it indicated partly prepaid.

Might be 2/3, being the part paid or payable.

The "21.R" is very similar in style to Spanish markings of the period - with a number, followed by a dot and "R" - but I don't see that specific number in the early Spanish postmark catalogues I have on hand.
