AI comes up goose egg. I don't believe the handstamp cancel was contrived after the fact, given the vertical positioning of the manuscript date at right, which appears to have been added around the handstamp.

Yes, F with a brewer's droop.

The other (distant) possibility is that it's T and G, with the loop as a lazy kind of ampersand.
