Part of a collection, this appears to be a proof of an early law stamp. Admittedly, I know nothing about early American law stamps. Is it a proof?

Printed by American Banknote Co. Yes, it appears to be a proof. ABNco proof stamps are available - probably due to the archives sale in the early 2000's. I can't say specifically that is the source, but a reasonable guess.
