Excuse my ignorance but who was involved in the numerical scoring? If the fix was in that would seem the place to start so as to have a score which stood alone above all others. Or was the procedure such that it would be impossible to achieve a "rigged" score.

I read that omission as well, but I will let Ken make the comment:

Boston 2026 addendum

Besides his evasive content noted previously, Mark Banchik's "Response and Action Plan" news release is disingenuous in another respect. Banchik himself was a member of the Boston jury. Any member of the jury could have protested the scoring team's recommendation and could have demanded a full jury vote. [Emphasis added by PPG] He should not be the person to appoint a so-called boldface italic "independent" committee to investigate and report on the jury's misfeasance or malfeasance; he should not be the person to whom the committee reports; and he should not be the person who releases the report to the full APS membership.

Added: Under the APS whistleblower policy, the executive director, not the president, conducts the investigation.

I do find it difficult to believe that no members of the jury spoke up about it at the time, but I do not find it difficult to believe that they were shut down quickly.
