In the past week this message keeps popping up when I try to send an invoice for an international order."Invoices can't be sent for ebay International Shipping orders."
Is this something new with ebay ? I have sent invoices for years with no problems.
Thanks

From ebay

"Starting July 1, 2026, the European Union is introducing a new customs duty of €3 on imported items valued under €150.....
Due to these changes in EU customs requirements, USPS label purchases on ebay are temporarily unavailable for shipment to the EU. Sellers should purchase their shipping label directly from their carrier to complete their shipment.

For sellers using ebay International Shipping (eIS), applicable import fees, including any customs duties, will continue to be handled as part of the program. Buyers will pay applicable import fees at checkout and should not be charged additional import fees at delivery.

For sellers using their own shipping methods, carriers may collect applicable import fees as part of the import process. Some carriers may begin requiring duties-prepaid shipping, also known as Delivered Duty Paid (DDP), into the EU for certain services or destinations. Sellers should check with their shipping provider regarding any new EU requirements, and review their pricing and shipping arrangements, as appropriate."

I cannot understand why any U.S. seller would *NOT* opt into EIS. It's the ONE thing that ebay has implemented in the last decade (possibly two) that is actually pro-seller. Lower fees, INFINITELY lower risk, and no returns for any reason ( ebay eats the cost if a buyer initates a SNAD or INR claim).

These ebay systems are good for sellers up to a point, but bad in that they discourage buyers because of elevated postal costs. Having just had ebay screw up making good under their similar UK "Simple Delivery" system, I have a rather jaundiced view.
