That's been true for several administrations of both parties. State AGs of any political stripe also could act under state deceptive trade practices laws.

States almost certainly see this as a federal issue to solve. The DOJ probably sees this as a Secret Service issue, which is the Treasury Dept. They probably see it as a State Dept. issue, who probably sends it back to DOJ. And they can all go around in circles for decades, and have. It started out bad, and has gone downhill ever since.

All of the Departments and Agencies have their priorities set by whatever administration is in the White House at any given time. They don't operate in a vacuum.

China is the clear source of this material.

It is ultimately a political and diplomatic issue rather than a law enforcement issue.

Why have numerous administrations of both Parties kicked the can down the road? My guess would be our trade ties with China and their power over us. Not to mention the amount of debt they hold and are willing to purchase. Look at the COVID period and prescription drugs and PPE. China controls these things. How about rare earth and critical minerals? Solar panel manufacture.

I guess the stamp thing just isn't high priority. Fentanyl is much more serious with people dying and that hasn't been solved either when it comes to China. The only thing decreasing the OD numbers is border enforcement, not China stopping the precursor chemical sales to bad actors.

Which is something that cannot be proven right now, because there is no way that any numbers stated by the current administration can be trusted.
But I do agree that counterfeit stamps are a very low priority, and have always been, at least for the last 20 years.
