Help Identifying Potential Surcharges On Japan Occupation

I found these two inside of an old rice paper album with other WW2 era stamps with overprints and postmarks in occupied territories. I can't find anything about these two in the catalogues.

The 4 sen doesn't have much of a PM, but the 2 sen's PM dates it at June 26, 1942, the height of Japan's dominance.
The top portion of the comb cancel shows the characters #20013;#22830; reading right to left, signifying it was used at a "central office", and could have been one within Japan but could also be one of the occupied territories: Hsinking, Penang, etc that are know to have this cancel.

The only surcharges on The General Nogi stamps were from the japanese occupation of Burma. The Red stamp is missing the large C to it's right.
It could be just a bogus surcharge..
The green stamp Admiral Togo was never surcharged with a 2C only with 4A & 15C.
