It would be twice an international letter rate for the time. It might be a faded example. If so, it would be from the right column. It might be a reprints from some philatelic souvenir.

As LastDodo has a strong following in Belgium and some of its catalogue manager are Belgian, I would have expected to find the postal stationery there. I do not see it in their stamps section. But that site is an utter mess, so it, still, could be listed in some obscure category.

To me it looks as the 50c of the 1883 stamp issue. These are normally perforated but according to the Michel catalog there exists imperforated proofs of this stamp. It looks as these proofs has a lower value than mint copies of the final stamp

It is from the 1883 issue. OBP41 imperforated. cat value: approx.160 euro for a good copy, The back of the stamp(hinged, loss of gum) pulls that catalogue value down and then full catalogue can also not be expected.
