Terrible issuing policy by Serbian Postal Authority!

32 issues (Or 37, depend on how to count it), and not so small face values for people that have average monthly salary of 1000.- US$ per months.

I like other country, like Czech or Slovak Republic policy, as they have some 15-16 issues per year, and quality of design and printing on really best level, so Serbia, with this quantity made wrong direction!

What to say about design and topic is that, from all the year, hardly I can mention three or four issues that are "worth" to have it in collection.

One, that have "nice" design, is issue for Military Academy
and
second will go to "Museum Exhibit" where we have steam locomotive on postage stamp,

than we have "Friends of Serbia" with really good design of costumes and flags on it, and

last what I can mention, and probably best in 2025 will go to "Female Rulers of Serbia from Nemanjic Dynasty" (shown in this post).

These are attractive stamps, and the miniature sheet has an attractive border, but is there any postal function for this issue? Is there even a relevant anniversary or event to be commemorated? Do the other 31 (or 36) issues have any function or purpose other than to be collected by collectors?

How many Serbs speak French, German or English? But those languages appear on the MS border. You mention the low wages of Serbs, but the low wages of Serbs are irrelevant, because Serbs aren't the targeted buyers.

Are there any current Serbian definitive stamps, or are they all special issues?
