2c Gun Apparent Harvey Ill Precancel With Additional Lettering

This stamp is interesting to me at least. It looks like it says Harvey ILL (edited) in the precancel. At the top, there are additional letters and numbers that I can't quite make out.

From an historical perspective, I am new to the precancel items, and I don't understand what the stamp at the top is trying to indicate. It looks like AS(CO or OO) 1 and unreadable by me for the last 2 characters.

There are other ink marks at the bottom, but the are unreadable.

Any clues or assistance is greatly appreciated.

The origin town name is "HARVEY / ILL."
The "A.S.CO. 1 '41" is the user (American Stove Co.) , which falls under the rules for dating higher denominations, although this one was done anyway.
The exact rules have been posted in previous threads, which others will no doubt soon link to.

HI did not sound right, but it was a military related stamp, so...

I'm not an overprint expert by any means but I believe this is Harvey ILL. Similar to this one I got from a popular auction site.
