US Half Cent Postage Dues On Cover

A couple more I found today.

An unsealed Christmas card mailed without postage (the nerve) gets 1 1/2 cents postage due.


Here someone attempted to pay 1.5 cents for the unsealed greeting card rate but apparently the envelope was sealed and/or contained a personal message and had to pay the full 2-cent rate. Unfortunately no aux markings on either side for an explanation. The stamp is tied but cannot tell if it is a genuine use.

Local cover, no markings, smudge cancel. Not a good combination. It might be genuine, but feels contrived.
