I haven't been able to find any information on this stamp. Any info on it or would be great. I see one on google images but the page won't load.

51studebaker.. Scott #143 at USPHILA shows an 1870 Alexander Hamilton. I thought it was maybe a #168 but it doesn't show the redish color.

As Geoff and Don suggested Netherlands (Holland)

Scott has it as the "Gull" design.
I have always known this lovely design as the "Dove"

The stamp is know as the Flying Dove design as Rod222 already mentioned. The upper stamps in his picture of rod222 are from the Guilloche series from 1940 issued during the German Occupation. The overprint series is also known in the Netherlands as the "Tralie zegels" Roughly meaning "behind prison bars" I guess it is clear to most of you why. Kind regards, Johan.

Okay thanks Johan... I was trying to find out if the 2 cent stamp I showed was rare but doesn't sound like it was.

For the sake of completeness it should be mentioned that some of the Netherlands stamps of this period (1926-27) were issued with syncopated perforations. there are several types; most are a bit less common. One is particularly rare.
Here are a few examples of syncopated perforations.
