Careful... that's one possible reason, yes... but there are others:
1. APS staff are not processing submissions as quickly as previously.
2. APS is no longer receiving submissions at the same rate they were previously (not implausibly, in light of both waning membership and possible reaction to the change in platforms).
3. A combination of the above along with the originally proposed reason.
