Universal Postal Congress Stamp Of 2006

Does anyone know what the image is on the Universal postal Congress Swiss stamp (Scott 1313) issued in 2008? It looks like Lake Geneva and says Andre Sandmann. What is the subject in the stamp and what is the significance to the UPU Congress held in Geneva?

It was held 23-7 until 12-8-2008 at the CICG, Geneva. It was planned to be held in Nairobi, Kenya. But political unrest resulted in the congress being relocated. It is difficult to recognise that building in the picture. However, tThe fountain looks like that in lake Geneva.

Here is a clear pic of the CICG that coincides with the image of the building of the stamp. The vicinity of lake Geneva appears a bit of artistic freedom.
