If a normal America postage stamp of 1895 has a watermark of I or R as in USIR rather than USPS,would it be considered as a rarity. Your opinions will be very much appreciated. Thank you.

That. only occurs on the six and eight cent values. And they have to be clear, since a partial P can look like an I.
