In my years of experience with stamps, I've noticed that used stamps come from many sources and have been through many different environments. Depending on how it was treated over its life, the surface of one stamp could appear to be dramatically different than the surface of the same stamp. In my opinion, that is considered normal wear and tear for postage stamps.
