It is Scott Switzerland #1100. It is a scratch and sniff stamp which produces the odor of chocolate.

@KuoLC5310, those two Hungarian chocolate bars are called "cat tongues", hence the cat's head. The chocolate bars are just somewhat larger than actual cat's tongues.

You know the Tax Man is gonna grab a handful!!

The following is a page for Kentucky Sales Tax stamps, and it specifically calls out "candy". "For tax on sale of candy, nuts, and chewing gum"

The 1 cent through 5 cent aren't too difficult to find, but the 20 cent is a challenge.

These were designed to be ripped in half, with the top staying with the retailer, and the bottom to the customer when a purchase was made.
