True, his face has not appeared on a British stamp, however, he and his work have been honored at least twice: a Prestige Booklet issued in the 90s, and a set of stamps when the movies came out.
The Royal Mail has in fact honored J.R.R. Tolkien and his works
three times:
1. The Prestige Booklet in 1992, in honor of the centenary of Tolkien's birth.

2. A stamp in honor of
The Hobbit, as part of the "Magical Worlds" set in 1998.

3. A set of ten stamps in honor of the 50th anniversary of the publication of
The Lord of the Rings in 2004, featuring Tolkien's own artwork. This set is
not a movie tie-in, unlike (say) the gazillion
Lord of the Rings and
Hobbit-themed stamps that New Zealand has issued since 2001.
