The VAT is only on items mfg and sold in or imported to the specific countries. Exports are exempt from the VAT.
Just a side note- I just had a couple military swords shipped here to canada and not a single issue, however a large packets of stamps was opened and resealed by customs . Still no added charges though. The swords would have been interesting if Xray but unless they thought the stamps were a big bag of drugs I have no idea why they ripped into it. It was clearly marked stamps for collector.

Strange how things work, I know two people who sold very large collections through auction houses. I know for a fact they never paid tax on what they received from the auction house and yet the auction house charged taxes to the buyers !

Not only that, I remember the state at one time firing some inspectors to save money even though they brought in more money in fines than their department spent.
