Personally, I prefer China and Japan for modern releases. They both have a history of wonderful detail and well chosen subjects the last 40 or so years, especially dealing with art and nature.
For classics I still have a soft spot for US. The engravings are just spectacular.
No one country dominates, it is largely divided into various eras. United States of course was one early on, Persia (Iran) made some great stamps, Spain especially around the at late 19th & early 20th Centuries. Japan then China(PR) have done well with great modern issues. Of course it's based on personal preference.
I like modern China and FSAT. But I have to agree France when they engraved their stamps and some Spain when they did really nice stuff. Most coutires now print cartoons. Vatican City does pretty well because they stick to historical religious stamps. I like countries that issue stamps that reflect that countries history, flora and fauna. Not these countries that print about topics that have zero to do with them. Nick
