I don't wish to be antagonistic, but when I quote a source (such as Robson Lowe) you can rest assured that it is relevant to the subject. I don't waste my time, or that of anyone else, blowing smoke!

I suggest you consider the purchase of Volume 5 of the Encyclopedia of British Empire Postage Stamps in which he discusses Newfoundland from pages 426 to 536. My prior research on your behalf was taken from the discussion of internal postal rates on page 440.

Apologies completely if my words caused offense. Not my intent.

I was just unsure of the source, as I said. But sorry if it came off otherwise. And I do appreciate your time.

I also wrote that because other posts from others provided contrary information to your source on the local rate--so it confused me. I don't have Volume 5 of your source and page 440 (perhaps you could scan it?...but I do have the Newfoundland Specialized Catalog (NSSC) and it has different information than the reputable source you cite: namely that in Newfoundland the rate increased for local mail to 3 cents on July 1940. I will scan and post the page tonight so the community can see that. Its always interesting to research and compare and contrast sources.

I will also look at the BNAPS letters from lorddenig--thanks for that.

again--please accept my apologies if the provided consternation or misunderstanding.

Slightly off topic but related to the original thread as to why this cover had a postage due: here is the page from NSSC which indicates that the local rate increased from 2 cents to 3 cents in July of 1940--thus requiring an additional 1cent and 1 cent for penalty.

I just discovered this based on some of the other posts above--that the NSSC has all information on rates from 1846 to 1949.

Not sure why this appears to be different than the source that Gportch cites which apparently indicates a different date for the increase in Newfoundland(all due respect--just don't have that source...)

I will probably join the organizations mentioned above, thanks to all
