Hi Chasa,
Do you know if a company has a permit to use precancels, can that company choose the stamp they prefer or does the post office determine which stamps they will allow?
I was just curious about the particulars.

StampNut - yes, a zero-cost permit is required. However, the USPS discontinued the use of precancels as we knew them about 10 years ago, so no new towns are coming out legitimately. Some of the bulk-rate stamps are referred to as precancels - they are the only ones in current use.

Overprints are a completely different thing...if I were home I would give some examples. maybe someone else will step forward with examples. |

The term overprint is a very broad term to describe "any word, inscription or device printed across the face of a stamp altering its use, or its locailty or its face value, or overprinted for a special purpose." (Konwiser, 1947) So YES, a precancel is just one type of many overprint types. Here is a sampling of some overprints.  |

Just to avoid anyone becoming confused, on John Becker's final stamp the overprint is the black mourning frame around the edge, not the date-stamp cancelation! |

Good point on the mourning stamp. Thanks There is no end to the variety of overprints. Here are a few more. The stamp in the upper right is overprinted twice - with the "Nebr.", and the "Hastings Neb." precancel.  |

So the three parallel bars on the Egyptian stamp at the lower right of the last image is an overprint, and not a cancellation? What would it mean, or signify?

The 3 overprinted lines on the Egypt stamp obliterate the portrait of King Farouk who was overthown in 1952, but why destroy otherwise good stamps? |
