The value of a block of 4 stamps does not equate to the value of a single stamp multiplied x 4.

It could be a the value of 100 times a single or 3 times a single, it all depends on the rarity and demand of blocks against singles.

I would willingly pay 20 or even 50 times catalog value for many items I collect for a block of 4 and some only 1 1/2 times a single as they are common in multiples,

Whatever the stamp, I agree with the op that its ridiculous to offer a stamp at 99.9% of cv. Go with 100% cv instead of making it seem like a deal when the savings (off cv, of course, not potential real world value) in this case is about a nickel. Or ask for a dollar amount, and it probably would not be $47.96. Check my math, but isnt that a buck discount on a thousand dollar stamp?

I am 99.9% sure that this offer is both insulting and confusing.
