What means "Directory Service Given"? I'm thinking that means that they looked for the addressee in the local phone book ... but that's me, and that seems so unlikely Cheers, /s/ ikeyPikey Sure looks like Kyoto to me

Why it's in English? Panama don't use Spanish on their post office mark ? |

Why unlikely? There are numerous resources beyond telephone directories including RL Polk directories, their own route lists, box holder lists, etc. Searchers would use any and all local resources at their disposal to get the mail delivered correctly.
English: Balboa Heights was part on the US-controlled Canal Zone, which went back to Panama in 1979. No doubt this is a US-made device as judged by the type style, etc. |

Today's USPS instructions to its employees:
3.0 Directory Service
USPS letter carrier offices give directory service to the types of mail listed below that have an insufficient address or cannot be delivered at the address given (the USPS does not compile a directory of any kind):
a. Mail with special services (certified, COD, registered, special handling).
b. Foreign, except circulars. (Foreign mail received in quantities with letter-class postage but the general characteristics of circular mail is not given directory service.)
c. Mail from overseas Armed Forces.
d. Parcels mailed at any Package Services rate or endorsed by the mailer.
e. Perishable matter.
f. Official USPS mail.
g. Express Mail Next Day Service (Post Office to Addressee only). |

ikey, thanks! I get it now!
John, I don't think we're talking about USPS rules anyway when it comes to this cover. |

KGB, Why not? I think we are basically talking US rules. The directory service would have been done in Balboa Heights or a larger city nearby, just after the Canal Zone reverted to Panama. It appears the Box number was incorrect (or closed?) and the clerk provided a street address. Common sense would suggest many postal employees were retained when the POs went back to Panama and would have continued their in their old jobs. And they would have continued in their established methods. Despite the idea that the PO does not "compile a directory of any kind", common sense would dictate that modest locally-made lists would be maintained of changes of address for larger business entities, simply as a matter of efficiency. |

John, one can assume so, yes. But the USPS rules would not technically apply. |

But you were the one who quoted the 2016 USPS rules in the first place. Let us know when you decide which side of the argument you wish to go with. |

John, I wasn't suggesting anything beyond offering to ikey the current definitions of Directory Service Given. For that matter, I don't think ikey was quoting the 1940 regulations for any particular reason other than to add to what could be an interesting thread ... minus the cavilling. Have a good day. |

I took Mr Becker's point about rules current in 2016, and posted the rules c1940 as they might have been binding in 1980. |

Here's a related item: DEFICIENCY IN ADDRESS SUPPLIED BY SAINT PAUL MINN My Inner Grammarian choked on that sentence ... The Old School Types will tell you that it means that the address is deficient because of a deficiency supplied by the USPOD .. but, if you work at it, you can read it their way ... which, in turn, means that "SUPPLIED" could have been, say, like, you know, "CORRECTED". Cheers, /s/ ikeyPikey Postcard from the collection of Michael Lebbert. |
