As long as the mail gets to me, I'm really not concerned. I live in Milwaukee which is a large city and I've found that many of the 'rules' are hit or miss when applied by the USPS here.

The problem is that this particular Latvian registration label is not compatible with the UPU standard barcode system, which leaves it for the receiving postal service to print out a supplemental registration label that is compatible with the UPU standard barcode system.

In this case the USPS operator perhaps just concluded a "no action moment" and sorted the registered letter for the ordinary letter flow.
