While your point is well taken - current practice is current practice - what would we think of stamps that were cancelled with, say, officially-issued & officially-sanctioned sandpaper?
We collectors draw lines all of the time.
Countries in/out, colonies in/out, decades in/out, price levels in/out, et al.
You want to draw the line so pen cancels are 'in'?

PS: I once met a license plate collector who lived in a less-well-governed bit of Southwest Asia. He stopped at a printing shop on his way home and, on his way in, noticed a new/expensive car bearing license plates from another nearby jurisdiction. Inside, he saw two local police officers ordering new license plates for their new car. Since they were the police, were the print shop's license plates 'official' and, therefor, collectible?
