Not that I'm aware of. The H2O2 (peroxide) works with sulphuretted stamps due to a specific pre-defined chemical reaction. Foxing is caused by mold, or similar...different problem entirely.
Foxing is pretty difficult to get rid of without more extensive measures, which will permanently damage/alter the stamp's appearance in a bad way, such as bleach.
