"The only way I can find to do a buyer refund through ebay is if the buyer opens a case"
But they did open a case and immediately ebay approved the return and closed the case.

"Can't you cancel the sale at buyer's request?"
Not sure since they already did the other thing.

I had a situation where the buyer bought 4 items but only wanted to pay for 2. I didn't want to have anything to do with them, I figured they could claim item not as described or remove half the stamps and then return it or what ever. I talked to ebay and they told me to cancel the transaction and refund their payment thru Paypal and in a few days ebay would catch up to it and give me my Final Value fee back, and I believe that's what happened.

Until the day that sellers agree to support and fund a off ebay service that list all the different scams, scammers and who they are , sellers will continue to be taken .

I remember back in the 1980's a fellow from New Jersey sold a monthly newsletter each month for $3.00,that listed all kinds of problems sellers had with customers who answered their ads in the philatelic newspapers . He had it set up by zip code and a 1 thru 10 check list that he asked each seller to supply their problem customers.

He never said not to do business with anyone but he listed customers and how many problems they had with "MEMBER DEALERS",the list got to be 5 pages long and I found 5 or 6 people that I returned their checks to them with a note saying "thanks but no thanks for your business "
