seconded. But wouldn't it have been impossible for these stamps to have been used? Or by cancelled, do you also mean pre-cancelled?

Why should it have been impossible for them to be used? Don't Koreans send letters and parcels?

Of course they do. They have a postal service, as does practically every country, and they are a member of the Universal Postal Union. I don't understand the comment either.

Yes but I was referring to those stamps marketed to the world outside. Basically all those printed in English
