I am by no means knowledgeable in classic US Philately, however as a long time collector a few things jump out to me regarding Widglo's 27. The stamp has been visibly altered between the 2018 and 2019 perfs.

Two examples (there are others)- at the top, one perf appears to be altered in such a way that a blotchy piece of the cancel has been removed. Second, the bottom most perf on the right side has been altered. In the 2018 cert, there is a small piece of perf that helps define the bottom of that last perf. In 2019, that piece of perf is no longer visible.

Could the two certs be inconsistent because the stamp had been altered between submissions?

Just to follow up on the reperforated 27 in this thread, I never received a response to any of my emails to Posner and the stamp is still listed. Disappointing. I am assuming that nobody ever received a response from PSE?

Rodgcam - I've followed up with the PSE, and I am working with Don to see if we can get a PSE certificate search tool up on Stamp Smarter. We are waiting for written approval to use their images in the search tool.
