It hurts my eyes, but in a good way. When an image is doubled, as this one is (reason for doubling is up for debate, and I realize this is what you are asking about, but I have no answer), my brain tries to 'un-double it' sometimes because it senses that something is wrong with what it is seeing. That hurts my eyes.

My brain got stuck on stupid over this one, the difference is so slight between the two printing (the width or less the letter (l) shifted up and to the left) giving the appearance of lager or over-inked features
It was a good way to spend a couple hours

Agree with rogdcam. No doubling but inking.
Doubling would affect the whole stamp. Non of your close-up pictures shows any outer frame line. The one that shows the whole stamp does not give the idea there is any doubling of the frame lines.
Also, the ends of the engravings appear to blur on all sides. Doubling would be one-directional.

I probably would do a bad job explaining with pictures and what have you. Basically the right side of the stamp shifts up left side coming down, I guess a good place to look is the top right of the stamp
Never gonna send it to be certified.
So I'll save the notes I have made and come back when I learn about forgeries of this issue,
