I am still thinking of this topic and know about most of the literature, although I have not read all of it. A lot of the generation who may have known the answer such as Zev Galibov who was a UK specialist in Palestine passed away a few years ago, and I am sure his extensive knowledge of Palestine postal history has gone. My knowledge is much less!
