Earlier this year (around May?), I received an
ebay message that they had updated to a 'Simplified International Selling' and that I would need to reset the 'opt out' setting.

Edit: I just found the old message; it was sent to me via the
ebay message system on May 6th. At the bottom of the message, it noted that I could opt out and included a link to do so.
