To be fair, one should not lump all of independent Africa as wallpaper. Many countries go through periods where they hook up with an agent, but then drop them after a few years and have a restrained new issue policy.
While currently IGCP has contract for Ghana and Gambia and Stamperija has the contracts for Guinea, Guinea-Bissau, Sierra Leone, Liberia, Niger, Chad, Central African Republic, Djibouti and Togo, that is only 11 of the 54 independent postal administrations on the continent. 23 other postal administrations that are not controlled by Agents have also issued stamps, while 20 postal administrations have not known to have issued a single stamp so far this year (including South Africa).
So even independent Africa has some wonderful collecting possibilities for those who do not want to collect "wallpaper". Look for the periods when nations were "in between" Agents, or focus on countries that have not used agents, or only flirted with agents briefly - Botswana, Nigeria, Senegal, Namibia or any of the countries of North Africa, from Morocco to Egypt, for example.
