Not wide enough to be 594. Not tall enough to be 596. You will be wasting your money getting a cert, but sometimes that is the only "cure". But even then, will you believe the result if it comes back as something else?

Let's see, if you would spend $27 for a cert that tells you have a $1 stamp what would a thinking person imagine the fee for a real 596 costs?

Could the fee possibly be in the submission paperwork?
Just to be a bit scientific here, I have marked (in red) on your image 22.5mm as accurately as I could on your ruler. As can be seen, it is out by about a half millimeter at the top and about a quarter millimeter at the bottom.
Not counting any other possible errors, at best your stamp image is 21.75 mm tall.
