"Somme" postmark. There are postcards and wrappers - as perf says, thin paper indicates a cut-out from the latter. |

The newspaper wrapper of this type was issued in 1882 and replaced in 1901. |

These aren't fiscal stamps, though. There is a catalogue of entiers, but I don't think it's in print. |
