Since you posted the cover photo which showed the recipient as Scott Shaulis, and ZebraMan's post immediately following described at as, "Even though philatelic and an overpayment of the current 25 cent rate, it is still a nice cover with contemporary use of an error..." I added to that information regarding the aspects of philatelic involvement.
