40,000 images of other stamps? Considering that there are less than 20 examples known, that might prove difficult.

A few thousand is enough, each at 40X, for a standard linear classifier. It sounds like one of the facial recognition algorithms would be more suitable. After all, TSA and the foreign airport security agencies now can reliably identify you in seconds based on only one or two reference images that you submit with your passport or driver's license applications.
