Help Identify This Postal Stationery (?) Cutout?

I came across this simulated stamp cutout and cannot figure out what it actually is or where it is from. It depicts a painting called One Afternoon, or The Pergola, painted in 1898 by Italian painter Silvestro Lega. No idea what the P.P. might indicate but I don't think it is real postal stationery. There is no country name or value and the simulated post mark is pretty well useless. Any help would be greatly appreciated.

It would help if you post a picture of the whole item, as we often ask
But it seems like a printed on the card stap
