At the bottom of the address area, there is a box that looks like a box for the postcode. Belgium introduced postcodes in 1969. This raises the question whether the face value was "5 centimes" or "14".
In 1969, 5 centimes did not get you far. But the 14 Franc (?) would point at a much later date than 1969: ca. 1990.
