The verticle perf is exactly 10 1/2. Is this still a 538 or ??

Top and side perfs have virtually the same rate (of perf 11).
The wide straight edge at right also suggests a booklet single of Scott 498, which is printed on paper turned 90 degrees from the normal sheet-fed grain direction, thus a booklet stamp has an image area a wee bit shorter and wider than the standard image for sheet stamp of 498.
