Hello everyone,
I'm new on this forum.
My father here in France is a passionate stamp collector.
Could you tell me your point of view on this particular stamp ?
It's a classic 1 cent stamp, but he noticed 11 perforations at the top and 10 at the bottom.
Never hinged.
The Scott catalogue indicate this stamp as rare.

Thank you for your help !
Jean-Christophe

Your stamp is not perfectly flat in your photo, so the alignment will not be perfect, but ...

Perforations are measured by rate (gauge), *not* by count. In your case, they align, and are thus the same *rate* at top and bottom, but your stamp shows the result of a broken perforation pin, which is fairly common.

I'm assuming that father knows that perforations are measured by perforations per 2 centimeters, not by counting holes.
