Is there any explanation for why the left stamp has a blurred "Bulk Rate" precancel as compared to the stamp on the right? Was it just a poor or worn printing plate that caused it?

Wt1, I have several strips of this stamp. There were two plates with at least fourteen press runs, some of which were not only blurred but also damaged badly!

I have a doubt.
I hace many Transportation coil precancel bad cut ... ¿why is it?

Dvaldemoro, if you are asking about the strange cuts on the sides of the stamps? Both pictured examples were put on the envelopes by a machine. This machine separates the stamps, and applies them to the cover. Very often this process goes completely wrong, and the stamps are separated away from the perforations! I hope this answers your question?
