El Salvador 1912 6c Rafael Campo: Genuine Blue Color Error Or Changeling?

Found this blue framed 6c Campo amongst a large mixture of el salvador and it looks very vibrant for a changeling. Since it is used, i'm leaning towards changeling. Has anyone ever seen an actual color error and how can I tell the difference other than expertising?
