I am having trouble reading this stamp to determine its country due to the rather dominant cancel on it. Any suggestions?

It's an early Russia stamp, around 1900 +/- with 'posthorns with thunderbolts', below the eagle, but that star overprint makes it a Northern Army or some army or something out of the ordinary stamp.

Neat, very nice.
