Average centering. Over a dozen nibbed perfs. Smudged medium cancel. Crease in LR corner. Perfs on the right side don't look right, perhaps a reperfing. 10-12% of used catalog at best. That's my best guess (for a novice).

I'll take a shot following what I've just read in the PSE Grading guide which is available for download at http://www.psestamp.com/intro.chtml

From the centering perspective it would probably fall into the Very Good category as the perfs cut into the design, but the cut doesn't appear deep enough (2mm) to qualify it for the Good grade. As for soundness, the number of short or clipped perfs would probably place the stamp in either the fault or major fault category on PSEs table of soundness.

SMQ's Summer 2010 current market value for a faultless #99 used VG is $400 and a G is valued at $290.

I collect these.. I'd call it a G-VG and estimate, with the faults, that it's worth about $75-100. A lot of these have ragged looking perfs.
