Hi Donna!
The Royal stamp collection is owned by QE11. It is one of the only things that she truly owns in her own right.

A part of this collection is the huge amount of stamps that KGV put together.
His collection is in the red stock books.
There is heaps of Aust KGVs stamps that can only be found in this collection.
But the Royals just will not share them.
I hope very much that one day some specialists in stamping can get a hold of these stamps for a little while to study. John

It depends what you mean about sharing.
QEII is often putting her collections on display at Exhibitions all over the world. They attract many to shows that otherwise would not have attended. I have seen parts of her collection on a few occasions.
Also, material from the Royal Collection is displayed at the Royal Philatelic Society in London on occasion during the year and other major [and not so major] events.

I was very lucky to have been at Israel 1998 when she sent over a large part of her Palestine Collection. I was collecting Palestine at the time so it was of great interest. But I had to queue almost two hours to reach the Royal Collection....but it was worth it !
