I looked but couldn't find anything on this in my BOB... can anyone tell me anything? Trying to date it is difficult too; is it pre-or post war? Thanks.

You'll find it in a Scott Specialized under "Philippines". It is a Scott #413 with "Commonwealth" overprint hyphenated in two lines. Issue date was October 7, 1936.
