Very nice piece echizento. It appears that the tax wasn't paid in 1941.

Maybe a penalty was imposed for failure to pay 1941's taxes.

Yes, that thought crossed my mind...I tried to search Google for due dates and penalties, without success. It looks like the tax was only repealed in the '90's.
